The Public Council of the State Atomic Energy Corporation “Rosatom” was established in 2006 and is a permanent advisory and advisory body of public control. It ensures the interaction of Rosatom State Corporation and enterprises of the industry with public associations, citizens of the Russian Federation, regional and local authorities, professional associations in order to develop recommendations for making decisions in the field of atomic energy use and the development of atomic energy.
The composition of the Public Council is formed from independent experts from professional associations and scientific organizations, representatives of interested federal and regional public organizations, representatives of organizations of the nuclear industry (no more than 4 people), representatives of the Public Chamber of the Russian Federation.
Tasks of the Public Council:
organization of effective interaction between the State Atomic Energy Corporation ROSATOM, citizens, public associations, professional associations, state, regional and local government bodies with the aim of developing recommendations for making decisions in the field of atomic energy use;
facilitating the exchange of views on the development of the nuclear industry, environmental protection, nuclear and radiation safety, socio-economic development of the territories of the nuclear industry between representatives of the industry, public and scientific organizations, professional associations;
informing the public about the main activities of ROSATOM, including through the media and through public discussion of issues related to the activities of ROSATOM in the field of the use of atomic energy;
preparation of conclusions based on the results of consideration of draft laws and other draft regulatory acts and documents, including program ones, developed by the State Atomic Energy Corporation Rosatom, which cannot be adopted without prior discussion at meetings of the Public Council;
participation in the development, review and coordination of concepts, programs, initiatives of citizens, public associations and organizations on the most topical issues of the development of the nuclear industry;
participation in monitoring the quality of public services, implementation of control and supervisory functions, the progress of anti-corruption and personnel work, assessing the effectiveness of public procurement, reviewing annual activity plans, as well as other issues provided for by current legislation;
organization of public control on issues related to the activities of ROSATOM through the formation of a public inspection;
studying and summarizing the experience of foreign countries in solving environmental, environmental and social problems in the field of the use of atomic energy;
exchange of experience and best foreign practices in ensuring public support for the safe development of nuclear energy in the world.
To solve these problems, the Public Council conducts work in the following areas:
Organization of annual events for the meeting of representatives of Rosatom State Corporation, authorities and society represented by international and Russian public organizations:
International public forum dialogue “Nuclear energy, society, safety”;
Regional public forum dialogue “Nuclear production, society, safety”.
Realization of socially significant projects in the territories of nuclear industry enterprises.
Publication and distribution of scientific and popular science materials on the use of atomic energy for peaceful purposes.
Organization of visits to Russian and foreign nuclear facilities in order to study experience in the field of nuclear and radiation safety, environmental protection and interaction with regional, local authorities and the public.
Currently, there is a Public Council on the safe use of atomic energy in the Murmansk region and six receivers of the Public Council in the cities of Sosnovy Bor, Zelenogorsk, Novouralsk, Zheleznogorsk, Seversk, Volgodonsk.
