Council meetings

Scheduled meetings of the Public Council are held at least once a quarter.

Materials on the agenda are sent to members of the Public Council and other participants of the meeting not later than 3 days before the date of the meeting. Materials are sent through the existing channels of document flow in accordance with the established requirements.

A meeting is considered competent if at least half of the members of the Public Council are present.

Members of the Public Council, who for good reasons cannot attend the meeting, have the right to Express their opinion in writing or delegate their vote to one of the other members of the Public Council.

Decisions of the Public Council shall be taken by a simple majority of votes in an open vote at a meeting of the Public Council or by absentee voting (polling method).

In the event of a tie, the Chairperson shall cast the deciding vote.

The opinions of the members of the Public Council, which do not coincide with the opinion of the majority, are reflected in the minutes of the meeting of the Public Council at their request.

The results of the meeting of the Public Council are drawn up in a Protocol, which specifies:

  • date and place of the meeting;
  • persons present and organizations they represent;
  • meeting agenda;
  • questions put to the vote and results of voting on them;
  • adopted decision.
  • Decisions taken by the Public Council shall enter into force upon approval of the Protocol.

Dissemination of information on the activities of the Public Council and the recommendations developed is carried out jointly by the communications Department and the Department for work with the regions of the state Corporation Rosatom.
